IT'S A SIMPLE EXCUSE FOR A COMPLEX CRIME.
Nevermore was the perfect little resort town when it was first established. Just the place to go when you're looking for a vacation. Good old fashioned clean, human fun. That human part was part of the appeal.
Then one day, a demon came into power at Nevermore. He took control over the city... not in a take-over kind of way. He was elected. But he opened up the city to all non-human species.
The humans were furious. They left in massive groups, leaving just a few here and there. Meanwhile, the other species took over the city. Everywhere you turned, there was a siren owning the local club or a shapeshifter teaching your kids. Vampires and werewolves walked the night. Succubi on every corner.
Nevermore is still a resort town. It's just lost some of it's good clean human fun. It's still fun. But in a non-human kind of way. The supernatural flood it every spring and summer, cause monsters need a vacation, too. you know.
